(Original Caption) Chicago, Illinois: Police officer struggles with downed Negro girl as he manacles her with handcuffs. Trying to aid him is a security officer. Police and antiwar demonstrators tangled again August 28th, this time in the lake front area, when a demonstrator climbed a flagpole and tried to lower the U.S. flag. As police hauled him down, the melee began.
