Local elections / AV Referendum: Ed Miliband answers questions in Gravesham; ENGLAND: Kent: Gravesham: INT **BEWARE FLASH PHOTOGRAPHY** Ed Miliband MP (Labour Leader) speech SOT - Introductory remarks / these are really important local elections / opportunity to send a message to the government as a whole / three big questions we've got to face / we've taken for granted that the next generation does better than the last - that is under threat as never before / it didn't start with this government but I think they've made it worse on tuition fees, education maintenance allowances / growing gap between rich and everybody else / people on lower and middle incomes are struggling to get by but those on top are fine thank you / how do we build stronger communities? / strong communities rely on good local institutions / what worries me about the government is that they've chosen something else to make their big focus - the deficit / of course we've got to get the deficit down / if I were PM what would I be doing differently? I'd say let's talk about these big questions, work out how to address the issues, then address the deficit
