Workers Digging Panama Canal
(Original Caption) While labor-saving machinery (background) helped greatly in building the Panama Canal there was still much manual labor needed. As seen in this 1909 photo, workers were imported from Northern Spain to work on the canal. On 2/15, Chief of State Omar Trorrijos warned that Panama wuold take a tough line in secret talks that Panama would take a tough line in secret talks now underway on a new treaty covering the operation & control of the waterway.
