WASHINGTON, UNITED STATES: US President George W. Bush signs the Partial Birth Abortion Bill surrounded by high ranking Republican Congressmen 05 November, 2003 at the Ronald Reagan International Trade Center in Washington, DC. The bill defines a "partial-birth abortion" as any termination of a pregnancy in which the fetus, or its head, is taken outside the mother's body before being killed. The method is usually used in the fifth and sixth months of pregnancy. The bill would allow the technique if it were necessary to save a mother's life.
