(Original Caption) President Eisenhower (left), Vice President Richard Nixon (center) and Secretary of State John Foster Dulles chat in front of the summer White House prior to the special meeting of the National Security Council. The extraordinary conference was called to discuss the tense Formosa situation. Dulles told newsmen after his brief meeting with the President prior to the council conference, that the decision of whether or not to defend Quemoy will be made primarily on military considerations.
