A former member of Tonton Macoute displays a photograph of Jean-Claude "Baby Doc" Duvalier while on guard outside a private hospital where the ex-Haitian dictator is being treated for an undisclosed ailment on March 25, 2011 in Port-au-Prince. Duvalier, who made a surprise return to Haiti in January, prompting prosecutors to charge the 59-year-old with corruption, embezzlement of public funds and criminal association during his 15-year rule that ended in 1986, was taken to the hospital late March 23, 2011 soon after receiving a court order limiting his movements to the Haitian capital. Tonton Macoutes was a Haitian paramilitary force created in 1959 by President Francois "Papa Doc" Duvalier, who employed the Tonton Macoutes in a reign of terror against any opponents, including those who proposed progressive social systems. Haitians called this force the “Tonton Macoutes,” after the Haitian Creole mythological Tonton Macoute (Uncle Gunnysack) bogeyman who kidnaps and punishes unruly children by snaring them in a gunnysack (Macoute) and carrying them off to be consumed at breakfast.
