Chinese state media has reported that Chongqing under the leadership of disgraced leader Bo Xilai raked up huge debts over his popularist transport infrastructure, social housing and construction projects. The reconstruction of the city of 32 million people however made Bo a popular figure amongst locals and made the Yangtze River city one of the world's fastest-growing urban areas.
