Secretary Danzig was on an unprecedented trip to China when he received word of the terrorist attack. The emergency aircraft used to transport the Secretary back to Washington wasn't configured with a telephone, so during a refueling stop at Wake Island, the Secretary contacted his office on the first phone available.
