Kiir is in the Ethiopian capital on Hailemariam’s invitation to meet with his Sudanese counterpart, Omar al Bashir, to push for progress on stalled oil, border and security talks. The two former civil war foes signed a raft of agreements in September, but none have yet been implemented, with the South accusing Khartoum of fresh attacks this week. Negotiations between the two rivals have been ongoing since Juba split from the North in July 2012, and though a series of deals have been forged, none have been successfully put in place.
