South African President Jacob Zuma delivers a speech on October 3, 2013 during the opening ceremony of the first national Broad-Based Black Economic Empowerment (B-BBEE) summit in Midrand. Zuma lamented as "unacceptable" the high levels of inequality blighting the country despite a range post apartheid empowerment reforms. he also said while great strides had been made in growing the black middle class, the country still faced "unacceptable levels of poverty, inequality and unemployment." Equalities between the black majority and the white minority are still glaring, twenty year after the end of apartheid. Policies like the controversial Black Economic Empowerment (BEE) which gives preference to black people in business and the workplace, have not made a significant dent in reversing inequalities.
