Obama spoke on the move by the Democratic-controlled Senate to invoke the so-called 'nuclear option' on Capitol Hill earlier Thursday. The controversial move takes away the right for any party in the Senate minority to filibuster. Under the old rules it took 60 votes to break a filibuster.
