We were walking to the Tran Quoc Pagoda on West Lake and saw a lot of men fishing. They used no bait, only a double hook. The line went through one loop at the tip of a long bamboo pole and was held onto the near end of the pole by a finger (most of the people we saw had some kind of wrap on their finger so they didn't get cut). The reel was just a fairly big circular thing that they would wrap the line around, and they would reel in and let out line with a flick of the wrist. After casting, they would just swing around, quickly jerking the line in a few times. It didn't seem like a great strategy, but it worked pretty well, because we saw them catch several fish (not very big). So I guess there were just a ton of fish that would unexpectedly get speared by a hook in whatever part of their body was in the way. Kind of unfortunate.
