Justice ministers will be called on to agree a general approach on three legislative proposals as a directive establishing minimum rules for criminal sanctions for the most serious market abuse offences, namely insider dealing and market manipulation ('market abuse directive'), a directive on the freezing and confiscation of proceeds of crime in the EU. The proposal aims to make it easier for national authorities to confiscate and recover the profits that criminals make from cross-border and organised crime, a regulation on mutual recognition of protection measures in civil matters upon request of the person at risk , aimed at strengthening the rights of victims.
