BOLIVIA-UN-DRUGS-CRIME-COCA-MORALES

Caption: Bolivian President Evo Morales offers a press conference at the presidential palace in La Paz on January 12, 2013 a day after Bolivia was allowed to return to the United Nations' main anti-narcotics treaty, after winning an opt-out allowing its population to keep chewing coca leaves. Bolivia withdrew from the UN Convention on Narcotic Drugs last year in protest over the coca leaf being labeled an illegal drug. While the leaf is the raw ingredient for cocaine, chewing coca leaves is a centuries' old tradition in Bolivia. AFP PHOTO/JORGE BERNAL (Photo credit should read JORGE BERNAL/AFP/Getty Images)
