The Clerk and Recorder's Office opened for business from midnight to 3 a.m. to issue civil union licenses to couples on May 01, 2013 when the Civil Union Act became law. One Colorado offered a civil-union celebration for couples in the building's atrium from midnight to 2 a.m., as judges, magistrates and other officiants performed the ceremonies. Colorado became the latest state to recognize the legal rights of same-sex couples — through marriage or civil unions — when Gov. John Hickenlooper signed state Senate Bill 11 into law March 21.
