LEBANON, VIRGINIA- JUNE 17: Another subtle reminder that life has never been easy in coal country is Norton Citys Best Friend Festival. Started 28 years ago for the children of families who couldnt afford to go on vacation. The event features music, food, and games for kids. Attendee Dorsey Moore, 52, of Wise, (dancing at right with partner Curtis Stidhall) said the street fair distracts people from rampant prescription drug abuse. If there wasnt stuff like this, there would be a lot more drugs. They dont want anyone saying that, but I think people should know the truth, said Moore. With the resignation of state Sen. Phillip Puckett, the GOP gains control of the Virginia senate and that could doom Gov. McAuliffe's move to expand Medicaid. (as part of the overall budget) Puckett lives in Lebanon, Va. and represented Russell County and other areas in SW Virginia's 38th District where many poor residents would have benefited from the expanded care. The Puckett resignation clears his daughter to receive a state judgeship and at one point he was to take a position with the state tobacco commission. (Photo by Michael S.
