A day after a conference on drug abuse and rising HIV in prisons in Eastern Europe The Council of Europe organized a media visit to the prison as inmates in Jilava prison and two other Romanian jails have benefited from anti-drugs programs funded by the Norwegian government. Providing drug substitution treatment and distributing needles and condoms are key steps to curb addiction and HIV infection among inmates across Europe, experts warn, calling on authorities to change their approach to prison health-care.
